Saudi New City Programme: Coated Steel Pipe and Cut-to-Size Steel Plate for Utilities and Embedded Works
Опубликовано на: October 20, 2026
Scope of Supply
A new city development programme in Saudi Arabia required two material families that are usually bought from different suppliers and rarely arrive in the right sequence: coated steel pipe for the underground utility networks, and steel plate for embedded items, tanks and connection hardware. The contractor awarded both as one package so that pipe and plate would reach site in step with the civil programme.
The package covered utility pipe from Ø114 mm to Ø1,220 mm, structural and embedded plate from 6 mm to 50 mm, and cut-to-size plate drilled and marked to the fabrication drawings.
Technical Specification
| Item | Specification | Standard | Coating / Finish |
|---|---|---|---|
| Water transmission pipe | Ø610–1,220 mm, wall 8–16 mm, LSAW | API 5L Gr.B / ASTM A53 | Internal cement mortar lining, external 3LPE |
| Firefighting pipe | Ø114–323 mm, wall 4–8 mm, ERW | ASTM A53 Sch.40, galvanized | Hot-dip galvanized to ASTM A123 |
| Piling and sleeve pipe | Ø323–610 mm, wall 8–14 mm | API 5L Gr.B | Bare, with mill varnish cut-back |
| Embedded plate | 10–50 mm × 2000 × 6000 mm | ASTM A36 / S355JR | Bare, shot-blasted and primed on request |
| Cut-to-size plate | 6–25 mm, cut and drilled to drawing | ASTM A36 | Primed edges, bundle-marked by zone |
Why Pipe and Plate in One Package
- One heat-traceability chain: pipe and plate for a given structure often come from the same project specification; a single certificate package avoids mismatched standards at inspection.
- One delivery schedule: utility pipe, sleeves and embedded plates are installed in the same civil phase. Splitting them across suppliers guarantees that one of the three arrives late.
- One conformity route: a single SABER registration and certificate of conformity for the consignment, instead of three separate clearance processes.
Manufacturing and Inspection
Large-diameter LSAW pipe was produced with double-sided submerged arc welding, with weld seam radiographic testing on a sampling basis and hydrostatic testing at 1.5 times design pressure. Coating adhesion was verified by pull-off test, and lining thickness measured at four points per pipe length.
Plate was cut on CNC plasma, holes drilled to the fabrication drawings, and each bundle tagged with the zone and grid reference from the erection package. Plate thickness was verified by ultrasonic measurement on a per-plate basis, with results recorded against the heat number.
- Mill test certificate to EN 10204 3.1, with heat numbers matched to bundle tags
- Dimensional and straightness inspection to API 5L and ASTM A6
- Coating thickness and adhesion report for 3LPE and galvanized items
- Third-party inspection by SGS or BV at the mill, before shipment
Delivery and Site Interface
| Measure | Result |
|---|---|
| Call-off to loading port | 25–32 days for LSAW pipe, 18–24 days for plate |
| Bundling | Marked by phase, zone and grid reference |
| Rejections at site | Zero coating or dimensional rejections |
| Customs clearance | Single SABER file per consignment, no holds |
Pipe was loaded with internal dunnage to protect the cement lining, and plate bundles were separated by timber to prevent edge damage during breakbulk handling. Because cut-to-size plate was marked to the same zone references used for pipe, the site team could release both to the same work front on the same day.
What This Package Demonstrates
Utility and embedded works are where new city programmes usually lose schedule: pipe arrives, sleeves do not; plate arrives, coating is wrong. Buying coated pipe and cut-to-size plate as one package, from one mill-backed supplier, with one certificate file and one delivery schedule, removes that failure mode.
We supply LSAW and ERW pipe with cement mortar lining, 3LPE or galvanized coating, together with plate cut and drilled to drawing, for infrastructure programmes across the Gulf.
